Careon live in caves with pools of water. They often avoid completely underwater caves as they enjoy being around other Pokémon. They are not rare, but are difficult to find underwater due to their ability to turn invisible.
Careon underwent a spontaneous mutation and grew fins and gills that allow them to live underwater. Born from the high temperatures and pressures deep underground, it defends itself by firing beams from the jewel part of its body.
