Chartle cannot stay in water like most Water-type Pokémon; it needs to actively supply oxygen to its tail to maintain the flame underwater. Chartle can blow bubbles containing flammable gas, which explode when they burst.
Its shell is not just for protection. The flame that burns at the tip of its tail is an indication of its emotions.
