By channeling its static charge, Vaporffy can expand its neck frill, which lets it float in water with its head above the surface. It can swim quite well, mind you, and will use its electricity to hunt aquatic Pokémon.

Its fleece quality changes to generate strong static electricity with a small amount of wool. Vaporffy underwent a spontaneous mutation and grew fins and gills that allow them to live underwater.
